Massachusetts dispensaries sold more than $1.65 billion in adult-use
cannabis products in 2025, according to data reported by the state Cannabis
Control Commission (CCC). The total sets a new annual record for the state.

Officials said they collected $289 million in cannabis-derived tax revenues
during fiscal year 2025, generated from the state’s 6.25% sales tax and a
10.75% cannabis excise tax.

Last year also marked a significant sales milestone for the industry after
licensed retailers surpassed the $8 billion mark in June.

“The cannabis industry in Massachusetts continued to mature in 2025 with
the number of cannabis businesses reaching the highest point since
adult-use sales began in 2018. While gross sales remain high, the
Commission will look to remove regulatory hurdles in 2026 through the new
Red Tape Removal Committee, which will help licensees stabilize and plan
for the future as the industry continues to evolve.” — Commission Chair

Meanwhile, the price of cannabis flower in Massachusetts recently reached
an all-time low of $14.20 per eighth.

Last month, the CCC voted to create new license types allowing for social
cannabis consumption, including hospitality licenses for new or
non-cannabis businesses to allow on-site use.
