Washington, D.C., continues its crackdown on unlicensed cannabis
businesses, with multiple recent closures and seizures of illicit products
and even a firearm. Meanwhile, the long-standing "Harris Rider" continues
to block D.C. from fully regulating its recreational marijuana market,
despite voter approval. In other state news, Maryland collected over $17.5
million in cannabis taxes in Q1 2025, and in Virginia, the owner of Zarati
shops reached a plea deal in a drug and money laundering case, forfeiting
substantial cash and luxury vehicles but avoiding prison time.
