Virginia Tokers: Governor Spanberger Has the Chance to Step Up and Protect Your Hemp Access

Virginia's hemp scene is facing a major crossroads, and if you’re a local who relies on hemp-derived products for wellness or just a chill evening, you’ll want to pay close attention to what’s happening on Governor Abigail Spanberger’s desk. A new bill intended to legalize adult-use cannabis sales has a hidden "gotcha": a last-minute rule that would cap THC in hemp products at a tiny 2 milligrams.
For the average toker or wellness seeker, this 2mg limit is a game-changer—and not in a good way. Most of the effective gummies, vapes, and tinctures currently on Virginia shelves far exceed that amount. If this passes as is, the majority of your favorite local shop's inventory could become illegal overnight this July. This creates a massive problem because the official recreational dispensaries aren't slated to open until 2027. That leaves a massive two-year gap where regular folks, including veterans and seniors who use hemp for chronic relief, might find themselves with zero legal options.
Ivory Ellis, who runs 757 Smokes in Hampton Roads, is sounding the alarm. This isn't just about business; it's about the people who have swapped out pharmaceuticals or alcohol for lab-tested, reliable hemp doses that actually work. When you restrict legal products to doses that don't meet consumer needs, it unfortunately pushes people back toward the unregulated market, which is exactly what we want to avoid for safety and quality control.
There is still a chance for a win-win. Advocates are pushing for a more sensible 5mg per-serving cap. This small adjustment would keep small businesses afloat and ensure consumers aren't left in the lurch. Governor Spanberger has until April 13 to make this fix. If you're in the Old Dominion, now is the time to stay informed and support your local shops. Keeping hemp accessible is a vital bridge to a successful, regulated cannabis future for everyone.
