Representative Andy Harris, the Maryland Republican who has spent years blocking Washington, D.C. from launching a legal recreational cannabis market, might finally be facing an uphill battle for his seat. Maryland lawmakers recently greenlit a new redistricting plan that makes Harris’s district significantly more competitive for Democrats.
