Missouri Regulators Propose Curbside Pick-Up at Cannabis Dispensaries

Officials with the Missouri Division of Cannabis Regulation last week
released draft rules for allowing curbside pickup services at licensed
dispensaries, the Missouri Independent reports.
The new rules are intended to improve access to cannabis products,
especially for patients with disabilities or mobility issues that could
hinder their ability to interact with traditional storefronts. The change
would primarily benefit retailers that do not have drive-thru windows.
Under the proposed rules, cannabis curbside pickup services would be
subject to the same video surveillance requirements as the industry’s
drive-thru windows. Additionally, curbside transactions would occur online,
so there would not be any cash exchanged outside of the licensed retail
facility.
The stores would also be required to post signage stating: “It is against
the law to operate a dangerous device, motor vehicle, aircraft, or
motorboat while under the influence of marijuana.”
In a press release published last Tuesday, the Department of Health &
Senior Services (DHSS) noted the draft proposal is “not part of a formal
rulemaking process and is instead part of DHSS’ ongoing efforts to gather
all relevant input before formally filing proposed rules and proposed
changes to rules.”
Officials are asking for public feedback until October 28. The public can
view the rules and provide any feedback via the DHSS Pre-Rulemaking Feedback
portal.
