New Pennsylvania Proposal Seeks to Legalize Adult-Use Cannabis

A bipartisan Pennsylvania proposal introduced Thursday by state Sens. Dan
Laughlin (R) and Sharif Street (D) seeks to make Pennsylvania the 25th U.S.
state to legalize adult-use cannabis, FOX 43 reports.
If approved, SB 120 would legalize cannabis for adults aged 21+ and set
personal possession limits of 30 grams of flower, 5 grams of concentrate,
and 1,000 milligrams of THC in an infused edible or beverage product. The
bill would also establish a new regulatory agency, the Cannabis Regulation
Board (CRB), which would be tasked with “general and sole regulatory
authority” over the industry.

that products are tested for safety, purity, and potency. This approach not
only protects consumers but also combats the unregulated black market,

The proposal “marks a historic bipartisan collaboration, allowing budget
talks among legislative leaders to continue in both chambers as cannabis
legalization is a lifeline for the state’s 2025-26 budget,” the cannabis
advocacy group ResponsiblePA said in the report.
Earlier this year, Pennsylvania House lawmakers passed a cannabis
legalization proposal in a narrow 102-101 party-line vote, but the
proposal, which included a state-run dispensary model, was swiftly rejected
by a key Senate committee.
