Pennsylvania’s push for a legal adult-use market just got a massive fiscal boost. A new analysis from the state's Independent Fiscal Office suggests that Governor Josh Shapiro's legalization plan could rake in nearly half a billion dollars in annual tax revenue by 2028—way more than the Governor’s own office initially predicted. The plan looks to implement a 20% wholesale tax and a 6% retail tax, with sales potentially kicking off in early 2027.

While the money talks, there’s still some legislative friction, especially concerning the steep $25 million "conversion fee" for existing medical shops to enter the recreational game.
