*HARRISBURG, Pa.* — The Pennsylvania Cannabis Coalition (PCC) strongly
supports the introduction of House Bill 20, which joins Senate Bill 120 in
forming a comprehensive, bipartisan, and bicameral push to legalize
adult-use cannabis in the Commonwealth. Introduced by Representative Emily
Kinkead (D) and Abby Major(R), House Bill 20 represents a collaborative
effort from lawmakers across party lines to advance a responsible,
regulated adult-use cannabis program in Pennsylvania.
“These bills reflect the will of the people and provide the framework for a
responsible, regulated adult-use cannabis program in Pennsylvania,” said
Meredith Buettner Schneider, Executive Director of the Pennsylvania
Cannabis Coalition. “With support from both chambers and both parties,
Pennsylvania is closer than ever to ending cannabis prohibition in a way
that promotes equity, safeguards public health, and can generate meaningful
revenue quickly.”
HB 20 and SB 120 signify a legislative strategy that will create a
well-regulated market that emphasizes safety, accountability, and community
reinvestment. These proposals would modernize state cannabis policy while
empowering small and diverse businesses, and generating significant new
revenue for vital public services.
Polling consistently shows that over 70% of Pennsylvanians support the
legalization of adult-use cannabis. These bills reflect that public mandate
with policies rooted in fairness, transparency, and economic opportunity.
“This is the moment to act,” said Buettner Schneider. “Pennsylvanians are
ready for a safe, legal cannabis market, and lawmakers now have a
bipartisan roadmap to deliver it.”
“We applaud Representatives Kinkead and Major, Senators Laughlin and
Street, and all lawmakers working across the aisle to advance this effort,”
Buettner Schneider added. “It’s time to turn momentum into law and ensure
Pennsylvania doesn’t fall behind neighboring states in establishing a
modern cannabis industry.”
