The Department of Justice recently filed a motion to dismiss a lawsuit from Capitol Hemp, a local business challenging the "Harris rider." This controversial budget provision has blocked the District from using its own tax dollars to regulate a legal recreational market for years. Capitol Hemp argues the rules are unconstitutionally vague and create a confusing "gray area" for hemp-derived products like Delta-8. However, the DOJ is leaning on procedural technicalities, claiming the business doesn't even have the legal standing to sue.

This legal battle is a massive deal for D.C. tokers because it represents the main roadblock between the current "gifting" system and a normal, regulated retail market.
