  • The Outlaw Report? More Like The Insiders' Report

    In the world of cannabis journalism, transparency is everything. And yet, The Outlaw Report—a so-called “independent” cannabis publication—appears to be anything but. Founded by cannabis industry attorneys Meredith Kinner and John McGowan of Kinner & McGowan PLLC, the same firm that "helps" dispensaries get their licenses from ABCA for large fees, The Outlaw Report is far from an objective watchdog. Instead, we think it reads like an insider’s playbook, defending the very businesses and regulatory bodies its founders are professionally entangled with. How is that anything close to an “outlaw”? Selective Journalism: The War on I-71 and the Protection of Their Friends If you follow The Outlaw Report’s coverage (and you probably shouldn't waste your time doing so), a clear pattern emerges: 🔹 Constant attacks on the I-71 gifting market  – They repeatedly claim that unlicensed stores are ruining D.C.’s cannabis industry while ignoring the fact that Maryland's year old recreational market and the "Harris Rider" have eaten the DC's market's lunch. 🔹 Glaring omissions of key dispensaries who have attempted to transition  – Why aren’t they covering all  of the dispensaries that followed the rules, attempted to converted legally, and are still struggling? These dispensaries are, of course, struggling due to ABCA’s failure to provide guidance or licenses in a timely manner despite their obvious quality and "conditional" approval. Wouldn't that be a story worthy of a name like "Outlaw Report"? Do they cover it? NO. 🔹 Protecting their favorites  – The publication seems to only cover certain dispensaries, the DC regulators, and their associated constituents - and always in a positive light (or whining because of poor sales). We think that's because those same dispensaries are clients or allies of Kinner & McGowan and they really only care about the goals of their overlords. What's the latest and most absurd example of The Outlaw Report's rancid bullshit? Calling Toker’s Guide Fake News—Without Disproving a Single Claim After Toker’s Guide published an exposé on the blatant hypocrisy of D.C.’s cannabis market, The Outlaw Report rushed to call us fake news in their newsletter. Their argument? They claimed we “spread inaccurate information” about dispensaries selling unlicensed or mislabelled products—but they provided zero evidence to refute our findings. Here’s what we actually  reported: ✅ The owner of Dispensary Near Me literally bragged about bringing in product from Michigan and California - and we have witnesses to corroborate. ✅ Clearsight Labs holds an unethical monopoly on lab testing in D.C. ✅ Miel Wellness was selling flower from "Cornerstone Cultivation"—a name that does not exist in D.C.’s licensed database and is not a DC brand. A day later they wrote us to let us know they had misspelled CornerSTORE Cultivation several times (including in their social media posts), but the fact remains: they had mislabelled product on their menu (and subsequently changed it because of our story). Incidentally, the flower looked like complete crap as if it had been in a pack for months, so it's still hard for us to believe them. I guess we may never know where it actually came from. Yes that's right, we have photographic documentation of Miel Wellness’ wretched quality control, and multiple corroborating witnesses heard the Michigan-import braggadocio firsthand. That’s not fake news—that’s real investigative reporting. (Also note that Dispensary Near ME and Miel Wellness owners both sent ominous messages to the wife  of Toker's Guide's owner following the publication of the exposé. Truly reprehensible actions in our view). And yet, The Outlaw Report refuses to engage with the actual facts. Instead, they label our work as a “hit piece” and a "great reminder of the value of real journalism." Real journalism? From a publication founded by the same lawyers who help dispensaries navigate ABCA bureaucracy? The irony is thick enough to hotbox a room. Is The Outlaw Report Just Another Tool for Industry Insiders? Let’s take a step back and ask: Who might benefit from The Outlaw Report’s selective reporting? 💰 Dispensaries tied to their interests 💰 Regulators who want to protect a pay-to-play system. 💰 Industry insiders who are happy to see the I-71 operators shut down while they play by their own set of rules. In other words, The Outlaw Report isn’t an Outlaw at all. In our view, it’s an Insider’s Guide masquerading as objective journalism—built not to hold D.C.’s cannabis industry accountable, but to protect certain players while crushing others. Their alliance with Ganjapreneur, a national cannabis business journal focused on industry advertising, further solidifies their corporate bias. The publication isn’t about serving the D.C. cannabis community—it’s about serving business interests. Luckily, from our analytics research, they only have pint sized traffic anyways - and let's hope it stays that way. The Real Hypocrisy in D.C.’s Cannabis Market Let’s also not forget that while The Outlaw Report pushes ABCA’s agenda against unlicensed stores, they are completely silent on the real hypocrisy: 👉 Licensed dispensaries bringing in products from anywhere with zero enforcement. 👉 ABCA targeting small CBD businesses like District Hemp while letting larger chains sell hemp products without issue. 👉 A single lab—Clearsight Labs—controlling product approval, essentially holding the market hostage. And yet, somehow, we’re the fake news? Final Thoughts: We’re Just Here to Set the Record Straight Unlike The Outlaw Report, Toker’s Guide is here to report on real consumer issues that affect real cannabis users in D.C. 💡 We’re here to uncover what’s actually happening in the market—not push an agenda for our law firm buddies. 💡 We provide evidence—real reports, real documentation, real consumer experiences. 💡 We aren’t afraid to question ABCA, the dispensaries, or the regulatory system.   • The Hypocrisy of Washington D.C.’s Cannabis Market

    For years, D.C.'s cannabis market has been a battlefield of contradictions, backroom deals, and selective enforcement. What was once a booming Initiative 71 (I-71) gifting scene  has been crushed under the weight of regulatory crackdowns , while the newly expanded medical market has devolved into a playground for political favoritism and insider advantages . Despite the D.C. Council and Alcohol Beverage and Cannabis Administration ( ABCA ) justifying their aggressive raids  on unlicensed shops as a necessary step for "public safety," some licensed medical dispensaries are brazenly selling unregulated cannabis—without consequence.  And yet, small hemp businesses, legal under federal  law, are being harassed, raided, and shut down. The double standards are as obvious as they are infuriating. A Dispensary Selling… Unlicensed Weed? *Update / Correction 7:24pm 2/22/25: In our original article we mentioned that DC dispensary Miel Wellness was stocking flower from a brand called Cornerstone Cultivation, which is not a licensed cultivator and not on the list of licensed DC Cultivators. However, after initially refusing numerous times to provide proof that this flower was not unregulated, the owner of Miel Wellness finally reached out to share that the name of the actual cultivator is CornerSTORE Cultivators. While Cornerstore culivators is not listed on the ABCA website, Toker's Guide has recently learned that they are a brand provided by Columbia Care under their DC cultivation license. It's our strong opinion that the name and spelling of brands and cultivators should be absolutely clear on any menu, website, or packaging and that ABCA should be required to list any and all licensed cultivators and associated brands to prevent further confusion. Recently, the Toker's Guide team discovered that several licensed dispensaries are stocking flower from unknown cultivators —names were either nowhere to be found on the packaging and/or the name of the cultivator was not on the list of licensed D.C. cultivators on the ABCA website  ( linked here ). Are D.C. regulators allowing licensed medical dispensaries to sell product from completely unregulated sources —the very same crime they used as justification for padlocking and seizing the product of I-71 shops? Or are they just absentee on the inspection front? For months, the Council and ABCA have been trumpeting the dangers of unregulated cannabis,  citing concerns about lab testing, consumer safety, and product traceability . But when one of their own licensed dispensaries carries mystery products from an unknown grower? Silence. No padlocks. No raids. No enforcement. A Marketplace Built on Selective Enforcement and Nepotism Let’s talk about " Dispensary Near Me " —a dispensary whose owner, a Michigan resident with an out-of-state cultivation license , has openly bragged about how he can import cannabis from Michigan, California, or anywhere he wants  without fear of reprisal. How is that possible? According to him, it’s all about who you know. During a recent conversation with Toker's Guide, the owner boasted about his cozy relationship with ABCA cannabis enforcement supervisor Jason Peru ,  describing how he wines and dines him at expensive D.C. restaurants  to keep enforcement off his back. And this is the system D.C. has built? A pay-to-play cannabis market  where out-of-state operators with deep pockets can ship in their own packs, cut deals with regulators, and avoid oversight —while small, local operators who actually invested in transitioning from the I-71 market get suffocated under excessive regulations? The hypocrisy here isn't just frustrating—it’s outright corrupt. Why Are They Targeting Hemp Businesses Instead? If you thought D.C.’s enforcement would at least focus on actual cannabis  instead of a completely different federally legal  industry, think again. Instead of prioritizing genuinely unregulated cannabis sales , ABCA has aggressively targeted hemp businesses  like District Hemp Botanicals and Capitol Hemp , attempting to shut them down despite them following all federal U.S. hemp laws. In a lawsuit filed in October 2024 , these businesses accused the District of: ✅ Misapplying outdated cannabis laws to hemp, despite clear distinctions in federal law. ✅ Unlawfully inspecting their stores, seizing products, and threatening closure. ✅ Targeting small hemp retailers while allowing corporate chains to sell the same products without issue. As Alan Amsterdam, the owner of Capitol Hemp , put it: “We sell the exact same products you can find at Whole Foods. Yet ABCA continues to target small, independent businesses while ignoring major national retailers.” Again—why is enforcement being applied selectively? “Our businesses are under severe strain,” said Barbara Biddle, the owner of District Hemp . “The District’s refusal to update its laws to reflect federal definitions of hemp has forced us into a legal battle for our survival. We cannot simply sit back while our livelihoods are destroyed." The District’s cannabis task force raids and shuts down hemp businesses that are legally protected under the 2018 Farm Bill , but licensed medical dispensaries can sell flower from unlicensed cultivators without a single warning? A Monopoly on Lab Testing: The Clearsight Labs Problem If all of this wasn’t bad enough, D.C.’s cannabis enforcement has essentially handed a monopoly to one company: Clearsight Labs . Want your cannabis tested so you can legally sell it? You have no choice but to go through Clearsight. With no competition and zero regulatory oversight , Clearsight controls who gets their product approved, how much it costs, and how long it takes . This bottleneck has led to absurd delays and skyrocketing testing costs,  putting additional financial strain on licensed operators—especially social equity applicants who were already struggling with funding and real estate access. Also note that Clearsight Labs are actually located in a dingy English basement - yes a BASEMENT! I guess it's no wonder they keep finding mold in their tests. The Real Reason D.C.’s Medical Market Is Struggling D.C.’s media and politicians love  blaming the I-71 gifting market  for declining medical cannabis revenue.  But let’s be real—this isn’t about I-71 anymore. The true  reason D.C. dispensaries are hurting? ✅ Maryland’s recreational market. ✅ Andy Harris. Ever since Maryland legalized adult-use cannabis , thousands of D.C. residents ditched the medical system entirely in favor of Maryland’s open, untaxed, and hassle-free dispensaries. Why? Because D.C. still doesn’t have a recreational market. The reason? Maryland Congressman Andy Harris , who inserted a rider into the federal budget that bans D.C. from using local funds to regulate adult-use cannabis sales. This forces D.C. to remain a medical-only market , creating a captive patient system where dispensaries are forced to compete with Maryland while abiding by excessive regulations and ABCA’s selective enforcement. A Broken System That Favors Insiders, Not Locals D.C.’s cannabis market is failing—not because of I-71, not because of the gifting economy, and not because of a lack of demand. It’s failing because: ❌ ABCA enforces rules selectively , protecting well-connected insiders while cracking down on smaller businesses. ❌ Licensed medical dispensaries are selling unregulated products with zero consequences. ❌ Legal hemp businesses are being targeted instead of actual illicit operations. ❌ The entire medical cannabis supply chain is bottlenecked by one lab with a monopoly. ❌ D.C. is stuck in a medical-only model while Maryland eats up its customer base. And yet, the D.C. Council continues to act surprised  that dispensaries are "barely surviving"  and that patients are flocking elsewhere. The solution is not  to continue persecuting small operators while allowing corruption to fester. The solution is to end the hypocrisy, level the playing field, and create a fair system where all businesses—big or small—operate under the same rules. Until that happens? D.C.’s cannabis market will continue to be a disaster of its own making.
