There are things happening in Missouri that are causing consumers to not just be shopping on price.”* *By Rebecca Rivas, Missouri Independent* More people are heading to Missouri’s dispensaries to buy cannabis products—and spending more money when they go, according to industry experts who spoke Thursday at the MJ Unpacked cannabis conference in St. Louis. While dispensaries in other states are offering steep discounts to try and attract customers, Missouri’s prices have remained steady. “Missouri is viewed as a stronger market than others,” said Kris Walker, president and chief commercial officer at Hoodie Analytics, during a panel discussion on retail data analysis. “There are things happening in Missouri that are causing consumers to not just be shopping on price. When you’re only shopping on price, it becomes a race to the bottom.” Samuel Soong, chief revenue officer at Grön cannabis edible brand, called Missouri customers “very savvy.” “They know what they want,” he said. “They’re expecting a lot of value in their purchasing.” The numbers agree. When the average shopper goes to a Missouri dispensary, they end up spending about $65, with the average price per item being $24.60, according to data compiled by Hoodie. That’s above the national average of $61 and $18.41. In Colorado and New Mexico, the average item price is about $11. The most popular item in Missouri is still traditional marijuana buds, or what the industry simply calls “flower.” However, the item that’s seen the most growth in the last year—both in Missouri and nationwide—is pre-rolled joints. A year ago, 48 percent of every transaction included flower, and today it’s 43 percent. Walker said that’s largely due to customers buying more pre-rolled joints, which are often infused with concentrated cannabis oil. They’re designed for people who want a more potent and longer-lasting high than what traditional flower offers. “It’s a convenient form factor,” said Krista Raymer, chief strategy officer at C3 Industries that operates High Profile cannabis dispensaries. “It’s great for the customer.” Raymer said in some other states, the growth of pre-rolled joints has brought challenges because it meant that customers are spending less. “Fundamentally, they are purchasing less brands per transaction,” she said. “Missouri pre-roll prices are holding a little bit differently than maybe what we’ve seen in other markets, but it is something that we pay attention to, a lot.” Throughout the country, Missouri is still considered a “shining star,” Walker said. John Mueller, co-founder and CEO at Greenlight, believes the regulatory environment is a big part of the state’s success, particularly because the industry was able to write its own laws. “If you can write your own rules and ballot initiative and it’s in the constitution, that’s like your best line of defense,” Mueller said. Every year, industry lobbyists work to kill any legislation that attempts to “control our business,” he said. “Just let us do business, stay out of our way, we keep paying the veterans, everything’s good here,” Mueller said. “I go around talking in the other states we operate, I think we’ve set a gold standard here.” He also points to the limited number of licenses. “Limited licenses is the whole key to any market,” he said. “We won’t go into a market unless there’s a set number.” Walker said that Missouri also has “disciplined operators.” “If you’ve got a disciplined operator who knows they’re running a business for profit and growth and long-term brand building, you make different decisions than, ‘Oh my God, the guy across the street just dropped his price by 30 percent. Attorney General James Uthmeier (R) asked the court in a brief Tuesday to dismiss the case because, a day earlier, Division of Elections Director Maria Matthews completed the step that Smart & Safe Florida sued the state over in late October. This involved issuing a letter acknowledging that the organization had enough support to advance its proposal to legalize recreational marijuana. “The sole relief sought by Smart & Safe’s petition is an order ‘compelling Respondents to issue the…letter, thus advancing the [Initiative] Petition,’” the state’s response petition reads. “Respondents have now sent the demanded…letter to Smart & Safe and submitted the initiative petition to the Attorney General.” This is the second lawsuit Smart & Safe had filed against the DeSantis administration over its proposal, and came months after the pro-marijuana group nearly legalized recreational use of the drug during the 2024 election cycle. Although the initiative garnered 56 percent support from Floridians, it fell short of the 60 percent threshold needed to become part of the state Constitution. That failure came on the heels of a massive and expensive statewide campaign by Gov. Ron DeSantis (R), First Lady Casey DeSantis and other top officials who were vehemently opposed to legalizing weed, alleging in a slew of press conferences that everything from the smell to corporate greed would damage the state. Uthmeier, the governor’s former chief of staff, came under fire after his political committee to defeat the amendment received millions that originated from a Medicaid settlement doled out to Casey DeSantis’s charity, Hope Florida. A grand jury is now reportedly investigating the DeSantis administration’s role in defeating the 2024 measure and Hope Florida’s financials. *What happened?* In Smart & Safe’s October 31 lawsuit against the state, the organization claimed it had notified Matthews and Secretary of State Cord Byrd in August that the proposal had secured more than three times the number of verified petitions (more than 660,000) needed to make it to the ballot. Smart & Safe had asked the officials to take the next step in the ballot initiative process, which would be to send Smart & Safe a letter acknowledging that its petition had enough signatures, so that the state could submit the proposal to the attorney general, who then would forward the initiative for Supreme Court review. The organization needs 880,000 signatures total to win a ballot space. But that didn’t happen. Smart & Safe, in its petition demanding the Florida Supreme Court force the state to send the letter, alleged that Florida was purposely roadblocking the marijuana amendment by attempting to stall out Smart & Safe’s proposal, the Phoenix previously reported. That referred to Byrd’s October 3 order to county supervisors that they trash as many as 200,000 signatures—nearly one-quarter of what’s needed to qualify for next year’s ballot—because organizers failed to provide the entire amendment to people it reached out to by mail. State officials are set to issue 24 new adult-use cannabis retail licenses under the state’s 2022 cannabis legalization law, with six licenses reserved for social equity applicants. Another six licenses have been set aside for worker-owned cooperatives. Of the 94 social equity pre-applications considered by the Cannabis Control Commission on Friday, just 36 were found to be eligible to apply for one of the reserved social equity licenses. All of the licenses will be awarded via lottery on December 29. Pre-applicants who were not approved for a potential social equity license can still apply in the general lottery. Social equity applicants had to meet certain qualifying criteria, which included having lived in an area disproportionately affected by cannabis prohibition laws or having been previously convicted of drug offenses that have since been decriminalized. Additionally, applicants with 10 or more full-time employees who meet the above criteria could qualify, as well as applicants with significant economic empowerment experience, or those with income not exceeding 400% of the median in a disproportionately affected area. It was the Commission’s first time meeting with just two members, Commissioners Layi Oduyingbo and Robert Jacquard, after Chairperson Kimberly Ahern stepped down last month to pursue the state attorney general’s office in 2026, the report said.
