Why Dates Decide Everything

Virginia's rollout is a chain of fixed deadlines, and the lottery system means you can't out-hustle a missed one - if your application isn't complete and qualified when a window closes, you wait for the next round with everyone else. Here is every date that matters, what happens on it, and what you should have finished before it arrives. (For the full market picture, start with our complete Virginia recreational guide.)

September 9, 2026 - Draft Regulations Released

The Cannabis Control Authority published its draft rules and opened public comment. This is the version every fee and operating requirement currently comes from - and the reason smart applicants are already building files.

By now you should be: reading the draft against your business plan and flagging anything that changes your math.

October-November 2026 - Review Period

The Cannabis Public Health Advisory Council reviews the draft; public comment gets digested; revisions get drafted.

Before December: entity formed, ownership and funding documented, Impact eligibility evidence gathered (see our applicant's guide for what qualifies).

December 2026 - Final Regulations Adopted

The CCA Board votes the rules final. Fees, operating requirements, and application mechanics lock here - anything you've read before this date is subject to change until it.

Before January: site shortlist built, zoning conversations with localities started, labor peace agreement in motion.

January 2027 - Rules Published and Effective

The final regulations take legal effect, and the CCA publishes exact application mechanics.

This month: complete your application package against the FINAL rules, not the draft.

February 1, 2027 - Applications Open

The window opens, led by microbusiness licenses and conversions (existing medical operators and qualifying hemp businesses). The CCA sets the schedule for remaining categories.

On day one: submit complete. The lottery doesn't reward early filing, but incomplete or ambiguous applications are the main way people disqualify themselves.

May 1, 2027 - First Licenses Issue

The CCA's deadline to issue the first wave, including up to 100 microbusiness licenses. Lottery winners move into buildout: 18 months (one 6-month extension possible) to secure the site, clear zoning, pass inspection, and pay the initial fee.

July 1, 2027 - Sales Begin

Licensed recreational sales start statewide. Expect the converted medical stores to open first - they already have staff, stock, and shelves - with lottery winners' stores phasing in as buildouts finish. The 350-store cap fills over time, not overnight.

July 1, 2029 - Tax Step-Up

The state tax rises from 6% to 8% (localities can add 1% to 3.5% throughout). Two years of the lower rate is a deliberate runway to pull customers out of the illicit market.

The Working-Backward Rule

Every date above is a wall, and the work stacks in front of it. If you want to sell cannabis in Virginia in 2027, your real deadline is December 2026 - because January is for finalizing against the final rules, and February 1 is for submitting, not starting.

The Fine Print

The launch date and license caps are statute; regulation-driven dates and details can shift until the CCA Board's final vote in December 2026.
